Stephen Farnsworth, a political science professor at the University of Mary Washington, said the former governor would be the apparent front-runner if he entered the 2021 race, a contest that has seen a lot of interest from potential candidates.
“The bigger the field the better his prospects,” Farnsworth said. “If his critics have several choices they will go in different directions.”
