Stephen J. Farnsworth, professor of political science at the University of Mary Washington, said: “Ultimately, the only fair grade that the governor can receive at this point is an incomplete.
“There’s no agreed-upon budget, there’s no agreed-upon resolution to the Medicaid stand-off. Those two issues are really the central questions that the governor has to deal with in his first year in office and he’s still dealing with them.”
Farnsworth added that McAuliffe is facing a different political environment than previous governors faced, including Bob McDonnell, who had about two years of Republican control in the House of Delegates and Senate.
