Stephen Farnsworth, a political scientist at the University of Mary Washington, said Stewart’s profile in the state was outsized for someone who has only been a chair of a county board. But Stewart received that level of attention thanks to his controversial statements on Confederate monuments and hot-button immigration issues.

“Those sort of things that make you visible and can help make you a nominee, are exactly the sorts of things that can be problematic in a November general election,” Farnsworth said.
