Stephen Farnsworth, a political science professor at the University of Mary Washington, said the House of Delegates majority is “going to be determined by the outcome in these outer ring suburban communities.” That includes districts in places such as Chesterfield County and Hampton Roads, Farnsworth said, and two districts in Prince William County.
