Professor Stephen Farnsworth of the University of Mary Washington in Virginia said that President Biden was the only U.S. president of the past four to recognize a losing hand in Afghanistan when he saw it and act accordingly. After 20 years of efforts to build political and military institutions there, there was no reason to think the next four years would be marked by progress, Farnsworth said.
