Professor Stephen Farnsworth of the University of Mary Washington said that President Trump’s relatively low approval numbers undermine his ability to persuade even fellow Republicans to support his policies. There are a number of disagreements among Republicans over how to handle tax policy, and Trump does not seem likely to be able to bring the party’s factions together on taxes, just like didn’t over health care, Farnsworth said.
