Professor Stephen Farnsworth of the University of Mary Washington in Virginia said: “The president’s slow response to securing sufficient testing capacity, for example, limits the ability of health care workers to let people who are most at risk of infection to know their status, and to reduce the chances they will pass the virus on to others.”
