Professor Stephen Farnsworth of the University of Mary Washington predicted that Gov. Northam would grant the request from local officials in several northern Virginia jurisdictions to delay their re-opening beyond the projected re-openings of portions of the Commonwealth with lower levels of Covid-19 infections.
