Stephen Farnsworth, director of the University of Mary Washington’s Center for Leadership and Media Studies, called Stuart’s bill a “huge improvement over the status quo.”
“Given the very powerful message from the jury in the McDonnell case the lawmakers clearly had to do something, and it is very much in their interest to have a plan in place before the session starts,” he said.
“Smart politicians,” he said, will approve an ethics bill quickly instead of having a long debate about reform.
