“This is a very difficult environment right now for the president. His approval ratings in the United States are under water. That’s bad news. There is a very narrow majority for Democrats in Congress, and they are worried they are about to lose that, so there is a lot of pressure on the president right now to come up with a plan to make the economy work more effectively,” said Stephen Farnsworth of the University of Mary Washington in Virginia.
