Individual lawmakers in this country are elected based on their loyalties to their own constituencies,” said University of Mary Washington Professor of Political Science Stephen Farnsworth. “I like to think of the U.S. Senate as sort of like a school bus with a hundred sets of brakes, and it’s a wonder the kids ever get to school.”
