Professor Stephen Farnsworth of the University of Mary Washington in Virginia said that four US presidents and a range of allies including Canada have invested a huge amount of military resources and training over the past 20 years to make sure that the Afghanistan government has sufficient strength to stand up to insurgents, if it has the will to do so.
