With a Republican governor and Democratic-controlled House and Senate, Dr. Stephen Farnsworth of University of Mary Washington said expect a legislative hurdle once again. “I expect gridlock,” Farnsworth said. “The governor and the Democratic majorities in the legislature have shown little interest in working with each other since Gov. Youngkin first became governor. Year four will likely be marked with pushing things into next year.”
