Colgran “was really a landmark figure, not just in Prince William County, but in the entire commonwealth,” said Stephen J. Farnsworth, a political science professor at the University of Mary Washington. “He’s a reminder of a more gentle and centrist era of Virginia politics, when Richmond was proud of the fact that it did not have Washington-style gridlock.”
