Stephen Farnsworth, a political scientist at the University of Mary Washington, thinks the changes at the P&E committee could improve prospects for redistricting and election law changes.
“It suggests a more vigorous debate,” he said. “I don’t know if we’re looking for changes in direction, but there is going to be a lot more discussion instead of just rapid dismissal.”
