Stephen J. Farnsworth, political science professor at the University of Mary Washington, said Mr. McAuliffe faced stiff opposition from the GOP-controlled legislature during his tenure. “McAuliffe’s governorship therefore focused on more administration issues, or areas where there was greater partisan agreement, like economic development,” Mr. Farnsworth said.

“Still a lot of the things McAuliffe did will endear him to Democratic primary voters if he chooses to run for president,” he said. “His decision on felon restoration, response to the neo-Nazi rally in Charlottesville and the full-throated argument for Medicaid expansion are all catnip for Democratic primary voters.”
