Professor Stephen Farnsworth of the University of Mary Washington said that Obama’s State of the Union address focused on the values that President Obama consider important, rather than on specific policy outcomes. With most of the public’s attention focused on the presidential campaign, Obama is unlikely to be able to convince Congress to compromise on legislation during his last year in office, Farnsworth said.
