Professor Stephen Farnsworth of the University of Mary Washington said that the White House proposed budget offers a lot of proposed cuts that won’t be acceptable to Republicans in Congress. Lawmakers in rural areas, for example, may like budget cuts, but not when they involve cuts to farm subsidy programs, he said.
