“This a very, very aggressive effort to correct some of the problems of the first order,” said Stephen Farnsworth, professor of political science at the University of Mary Washington. But the prospect of litigation remains, he said. “A lot of the arguments the civil rights groups made against the first order will apply against this order,” Farnsworth said.
