Professor Stephen Farnsworth of the University of Mary Washington said that presidents always look good when they speak before Joint Sessions of Congress. The important thing to note about Trump’s talk was an effort to reach out to Democrats, something that was missing from his Inauguration Address, Farnsworth said. But Trump’s outreach efforts in the past have not lasted long, Farnsworth noted.
