Professor Stephen Farnsworth of the University of Mary Washington said that while many top officials in the White House believe that Russia tried to manipulate the 2016 elections and is trying to do so again this year, President Trump's inconsistent views regarding Russian efforts make it difficult for the government to have a strong, consistent response to this threat to democracy.
