“One of the tensions in Richmond is the governor spending a lot of time on the road. There is always a fear in the legislature that the governor from the other party will be able to launch a national campaign on the backs of [statewide] successes,” said Stephen Farnsworth, professor of political science at the University of Mary Washington.
