“Even as an incumbent two years ago, David Ramadan faced one of the closest elections in the entire state. He won by about 200 votes,” says Stephen Farnsworth at the University of Mary Washington. “The candidate he lost to is the Democratic nominee this time around. So as close as things were last time, anticipate another close race this cycle in the 87th.”
