“Virginia tends to be pretty loose in terms of regulating behavior of lawmakers,” said Stephen Farnsworth, a political scientist at the University of Mary Washington.

“If you’re going to pay less than $20,000 a year to be a legislator, then that does mean there are going to be people with problems of conflicts and with holding regular jobs,” he said.
