Professor Stephen Farnsworth of the University of Mary Washington said the next round of NAFTA negotiations, starting this week in Montreal, are likely to offer the clearest signals so far about what the Trump administration would like to see by way of adjustments to the three-nation treaty. So far, Farnsworth said, the Trump administration has struggled to develop a consistent vision for adjusting the trade agreement, in part because many American businesses are opposed to abandoning the pact.
